Key features of the Talent Scheme

The Quality Migrant Admission Scheme is an immigration program launched by the Hong Kong Special Administrative Region (SAR) government, aimed at attracting individuals with exceptional talents or professional skills from around the world to develop in Hong Kong. This scheme uses a points-based system, and applicants do not need to secure a job offer from a Hong Kong employer in advance. Once approved, they can freely seek employment, start a business, or engage in professional activities in Hong Kong.

The scheme offers great flexibility for individuals with high educational qualifications and skills. After obtaining the visa, applicants can explore development opportunities and fully utilize Hong Kong’s advantages in the international market, low-tax environment, and vast business network to build their personal career or professional development. Successful applicants will be granted a 2-year visa, with the option to bring their spouse and minor children. They can extend their stay through the 2+3+3-year renewal scheme and apply for Hong Kong permanent residency after 7 years.

Comprehensive points-based system

The maximum score is 245 points, with 80 points as the minimum threshold

  • Age (30-39 years old, up to 30 points)
  • Education (PhD 40 points, Master's 20 points, Bachelor's 10 points)
  • Work experience (Over 10 years 55 points)
  • Language proficiency (Fluent in both Chinese and English 20 points)
  • Other achievements (e.g., international awards 20 points)

Achievement-based scoring system

  • Targeted at talents with outstanding achievements, such as Olympic medals, Nobel Prizes, etc., who can be approved immediately
