Features of the Quality Migrant Admission Scheme (QMAS)

The Quality Migrant Admission Scheme (QMAS) is an immigration program launched by the Hong Kong SAR government, aimed at attracting individuals with exceptional talents or professional skills from around the world to develop in Hong Kong. The scheme operates on a points-based system and does not require prior employment from a Hong Kong employer. Once approved, successful applicants have the freedom to seek employment, start a business, or engage in professional activities in Hong Kong.

This program offers significant flexibility for highly educated and skilled individuals, allowing them to search for development opportunities after obtaining their visa. Applicants can leverage Hong Kong’s advantages of an international market, low tax environment, and extensive business network to pursue personal careers or professional development. Successful applicants will be issued a 2-year visa and can bring their spouse and dependent children to Hong Kong. Through the 2+3+3 year renewal model, applicants can apply for Hong Kong permanent residency after 7 years

Comprehensive Points-Based System

The maximum score is 245 points, with 80 points as the minimum threshold

  • Age (30-39 years old, maximum 30 points)
  • Education (Doctorate 40 points, Master's 20 points, Bachelor's 10 points)
  • Work Experience (More than 10 years: 55 points)
  • Language Proficiency (Fluent in both Chinese and English: 20 points)
  • Other Achievements (e.g., international awards: 20 points)
  • The Achievement-Based Scoring System targets individuals with outstanding achievements, such as Olympic medals, Nobel Prizes, etc., allowing for direct approval

Top Talent Pass Scheme (TTPS)

  • No sponsorship from a Hong Kong employer is required; applicants are free to seek employment or start a business
  • Directly granted a 2-year visa, with the option to bring a spouse and dependent children under 18 to Hong Kong
  • Relaxed eligibility criteria with relatively fast processing time (approximately 4 to 8 weeks)

The Capital Investment Entrant Scheme (Investment Immigration)
